Is it legal to stalk someone on the internet? (no one can catch you if you do, I know that, but is it?)

I'm not planning on stalking anyone, (I know how this might sound like) but I can't write here (public area) why I'm asking this. I hope its okay. If you're worried or anything PM and I'll explain.

It's illegal.

A new federal law states that when you annoy someone on the Internet, you must disclose your identity. Here's the relevant language.

"Whoever...utilizes any device or software that can be used to originate telecommunications or other types of communications that are transmitted, in whole or in part, by the Internet... without disclosing his identity and with intent to annoy, abuse, threaten, or harass any person...who receives the communications...shall be fined under title 18 or imprisoned not more than two years, or both."

FYI - that is a US law from 2006 that has been superceded and obviously relates to persons residing in the United States
